5HR02 AC 2.2 Evaluate the techniques used to support the process of workforce planning. *Approx 400 words
In order to support its workforce planning efforts and achieve its overall corporate goals, an organisation can leverage techniques such as the Delphi technique and ratio analysis.
Delphi Technique
The Delphi Technique is a methodical, participatory forecasting method that makes use of a group of experts. It uses a structured framework for communication and poses a number of questions in several iterations. After each iteration, a facilitator presents an anonymised compilation of projections and justifications to help make a judgement about future labour requirements (Khodyakov et al., 2023). The efficiency of strategic planning during uncertain times is greatly increased by this strategy’s capacity to generate expert suggestions. Forecasting accuracy is increased when specialists are encouraged to reach a consensus. However, this method wastes time and is susceptible to the influence of panellists who are domineering and dominating (Haughey, 2021). Because choices are made by the panel’s members, a panel without diversity may provide biassed results. This tactic could help ParcelCare foresee industry shifts, such as how automation would affect delivery positions.
Ratio Analysis
Ratio analysis is a quantitative method that links people variables with business outcomes to predict future labour needs using historical data. Based on expected changes in its operations, this technique enables an organisation to forecast its future employment needs. Ratio analysis is useful for small and medium-sized firms because it is easy to use and practical, enabling quick workforce prediction calculations using easily accessible data (Jaillet, Loke, and Sim, 2021). Nevertheless, the underlying presumption that future patterns will resemble those of the past ignores the possibility of major technical advancements and market shifts that could drastically modify the need for workers (Jaillet, Loke, and Sim, 2021). In practice, ParcelCare may leverage ratio analysis to calculate the number of personnel necessary for every 1,000 items delivered and then extrapolate this ratio to plan staffing requirements based on projected business growth.
Because the Delphi Technique relies on specific expertise, it enables organisations to produce trend projections that are more thorough. However, because it takes time and effort to set up multiple iteration cycles, it requires a significant amount of resources. Due to its emphasis on historical data, ratio analysis is especially useful for short- to medium-term planning, as historical trends are presumed to persist. However, because it makes the assumption that historical connections endure, its usefulness in dynamic environments may be limited. Ratio analysis has a closer connection to ParcelCare’s operational context. Given that the business needs accurate labour to meet delivery targets, ratio analysis provides helpful recommendations based on quantitative data. However, a more thorough method might be achieved by combining the Delphi Technique with Ratio Analysis.
